Wal-Mart & Sam's Club Implements Inventory Information Approval System
Effective 1/1/2007, Wal-Mart and SAM'S CLUB® will have completed implementation of an Inventory Information Approval System, as defined by the recent IRS Revenue Ruling 2006-69. Under the new program, the CB Payment card (unfortunately, SmartFlex has not yet implemented this technology) can be used to make a purchase at any Wal-Mart or Sam's Club store that accepts Visa, and the purchase will automatically be separated into FSA-eligible and non-eligible categories. Only the FSA-eligible items will be processed on the participant's payment card and another form of payment will be required for non-eligible items. As a result, receipts are not needed to verify purchases at Wal-Mart and Sam's Club when the CB payment card is used.
The new Wal-Mart and Sam's Club systems comply with the record keeping requirements required by the IRS. Detailed transaction information will be retained for a period of 5 years. Should the need arise to access this information to comply with an inquiry, CB will facilitate access to this information on behalf of our clients.
Creative Benefits has been working with Wal-Mart to implement and test this new functionality for the past several weeks and is very excited to offer this new feature to our customers. Beginning January 1, 2007, the standard mileage rates for the use of a car (including vans, pickups, or panel trucks) will be: 48.5 cents per mile for business miles driven (up from 44.5 cents in 2006); 20 cents per mile driven for medical or moving purposes (up from 18 cents in 2006); and 14 cents per mile driven in service to a charitable organization. The primary reasons for the higher rates were higher prices for vehicles and fuel during the year ending in October. The mileage rate for charitable miles is set by statute. Taylor replaced a mostly DAS environment with a Compellent Technologies Storage Center array. "This was a major deal," he says, and not necessarily representative of typical budgeting at the company. He says dramatic price decreases for storage arrays made the transition feasible. "When I first got onboard, they told me to look into it [a SAN] and it was over $300,000," says Taylor.
"Now we're down to $70,000." Creative Benefits also evaluated other vendors' arrays, with Compellent and Network Appliance (NetApp) Inc. emerging as its two finalists. In the end, functionality and price were the decisive factors. "The NetApp had a lot of whistles and stuff," says Taylor, "but, boy, each one of them costs."

21 CB staff members are gathering on Saturdays for expert instruction that will fulfill the educational requirements for the certification in Flexible Compensation offered by the Employer's Council on Flexible Compensation. In addition to providing a broad based curriculum for Flexible Benefits, Transit & Parking, COBRA and HIPAA, this course focuses on ethics and integrating CB's core values into the daily work processes.

Jody L. Dietel, CFCI has been named Chief Executive Officer and Chief Operating Officer. Jody will continue to oversee all client operations and provide executive oversight. Rock J. Hall, CPA, CFC has been named Chief Financial Officer and continues with oversight for the company's financial operations and internal controls. John D. Hettinger has been named Chief Technology Officer and continues in his capacity as chief architect for the company's technology advances.
