The association is based in Washington, DC and for 25 years had been advocating on behalf of flexible benefit plans and pre-tax benefits offering choice. Employers who wanted to promote 401(k) and cafeteria plans founded the non-profit trade group in 1981. They succeeded as most plan sponsors have moved from the defined benefit to the defined contribution model. In the next years, Congress will take up tax reform, and specifically, what employers should offer as benefits and for how much. You have an important stake in this debate.The Employers Council keeps us up-to-date with legislative bulletins as well as tremendous technical information on regulations and what is being implemented in the consumer-driven field. ECFC has been the leader in Washington on Health Savings Accounts, Health Reimbursement Arrangements as well as Flexible Spending Accounts. The politics of an ownership society, account-based savings and tax simplification will be crucial to us all.
